Emanuel on Smollett charges being dropped: 'This is a whitewash of justice'

In a stunning reversal, Chicago Mayor Rahm Emanuel, who was blindsided Tuesday by a stunning decision by prosecutors to drop charges against "Empire" actor Jussie Smollett, called the decision "a whitewash of justice."
